Every sponsor of the 2025 version was a Democrat. A proposal whose central argument concerns legislative authority over agency rulemaking needs a messenger from both caucuses.
Ask General Law to raise it as a committee bill.
The 2025 version was a proposed bill — a statement of purpose with no statutory text. Both the Department of Consumer Protection and the Cannabis Ombudsman said on the record that they could not evaluate it. A raised bill arrives with text, a fiscal note and an OLR analysis.

What is the statutory authority for the Department of Consumer Protection's requirement that cannabis cultivated under Conn. Gen. Stat. § 21a-278c be grown indoors and not be visible from the street? Is that requirement contained in statute, in a regulation adopted under chapter 54, or in agency policies and procedures?
Question 2
How do other states structure medical cannabis caregiver cultivation, including registration fees, patient caps and canopy limits? Please compare Maine, Rhode Island, Massachusetts, Vermont and New York.
Question 3
What has happened to Connecticut medical marijuana program enrollment since adult-use retail sales began, and how does Connecticut's enrollment compare per capita to other New England states?
